To determine your finger's diameter, you can take a piece of paper, wrap it around your finger, mark where the paper overlaps your finger (not too tight), and then measure the piece of paper.
To find out the diameter of a ring you already have, you can use the "Ring Sizer" app.
Just place the ring on your phone's screen, where you can see the diameter in millimeters.
